THE TASK FORCE ON THE RESETTLEMENT OF
BENEFICIARIES OF CHEBYUK PHASE III SETTLEMENT
SCHEME IN MOUNT ELGON

IT IS notified for the general information of the public that the Minister of State for provincial Administration and Internal Security has appointed a Task force consisting of the following:

Permanent Secretary, Ministry of Forestry and Wildlife;
Permanent Secretary, Ministry of Health and Sanitation;
Permanent Secretary, Ministry of Lands – (Secretary);

1. Terms of Reference

The terms of reference of the Task Force are:
(a)      To co-ordinate and oversee the resettlement of beneficiaries in Chepyuk Phase III Settlement Scheme in Mt. Elgon;
(b)     To identify and ascertain the 1732 beneficiaries, list and cause the resettlement in their respective duly allocated parcels of land;
(c)     To Advice the Minister on the availability of land for purchase by government to resettle the remaining 352 identified and unsettled persons;
(d)     Concurrently, liase with the Ministry of Forestry and Wildlife to fastrack the de-gazettement of the identified Chepyuk Phase II and III of the forest land for purpose of the resettlement;
(e)      To continuously sensitize and engage the local communities on the resettlement programme. For this purposes, the Task Force may engage the Communities’ elders on ad hoc basis.
(f)      Receive memoranda and expert opinion, evaluate, monitor, hear and determine memoranda, complaints and concerns of the 1,732 beneficiaries, the 352 unsettled persons and other stakeholders.
(g)     To advise and keep the Minister appraised on the progress of the programmes;

(h)     To make appropriate recommendations to the Minister.

2. Accountability and Reporting System.

The task force shall be accountable to the Minister of State for Provincial Administration and Internal Security and will be expected to make progress Reports after every fortnight

3. Modus operandi for the Task Force

(A) Task Force will-

(a)      Regulate its own procedures and develop its own work plan covering its duration of 90 days.
(b)     Receive evidence, documents and relevant information that the task force may require;
(c)     Be guided by the Report of the task Force on the resettlement  of beneficiaries on Chebyuk Scheme Phases (I) (ii) and (iii) of the Settlement Scheme in Mt Elgon, (G/N 11411 of 4th December, 2008) and other relevant official Reports of any previous study or by other recognized Institution or organization.
(d)     Seek co-operation from elders and public officers.

(B) QUORUM

The quorum of any meeting for the purposes of conducting any business other than to appoint a temporary chairman shall be five (5) excluding the Chairman;

4. Term of Office
 
(a)      The task force will be expected to finalize its mandate in a period not later than 90 days commencing on the first day immediately following the inauguration of the Task Force;

(b)     Any of the members other than the public officers may resign by writing to the Minister and such resignation shall take effect upon such letter of resignation being received by the Minister.

5. Costs.
The costs incurred by the Task Force, including but not restricted to the payment of allowances in respect of the members, the secretariat of the Task Force and elders that will have been involved by the Task Force, shall be defrayed from the voted funds of the Ministry.

REPORT FOR THE RELOCATION OF LEE FUNERAL HOME AND MORTUARY SERVICES TO PLOT NO. 209/11859 ALONG LANGATA ROAD, NEAR WILSONS AIRPORT, NAIROBI  

INVITATION OF PUBLIC COMMENTS

PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environment Management Authority, (NEMA) has received an environmental impact assessment study report for the implementation of the proposed relocation of Lee Funeral Home and Mortuary Services. 

The Proposed Re-location of Lee Funeral Home to a new building will consist of a structure which will house the mortuary and funeral services in a single floor building. The building will consist of: Chapel rooms, offices, post mortem and preparation rooms, cold rooms and other accompanying facilities which will at least accommodate fifty bodies at one go.

The project anticipates the impacts and mitigation measures set out in the gazette.
